Kasese police constable allegedly defiles deaf girl

A Police Constable in Kasese district has allegedly defiled and impregnated a 16- year old deaf girl.

The victim has been under the care of the Child Family and Protection Unit at Kasese Police Station. In 2016, the girl was abandoned in Bwera town council by her parents. Since then she has been staying at the police barracks.

A source at Kasese Police Station who preferred anonymity said that Dennis Alutu, the police officer has been defiling the girl since September last year. The source further said that Alutu was last month arrested and released on police bond. A police case file number 334/2018 has been opened against Alutu at Kasese Central Police station.

Zawadi Nakubulwa, the Project Assistant at Kasese District Union of Persons with Disabilities (KADUPEDI) blames police for being slow with the investigations. Nakubulwa says that they have tried to inquire on the progress of the investigations in vain.

Nakubulwa says the police seems not bothered of expediting investigations to bring the suspect to book and offer justice to victim.

However Stephenia Kimugha, the officer in charge of Child and Family Protection Unit, blames KADUPEDI for failing to look after the victim. She says that the unit lacks facilities to take care of abandoned children. .

The Officer in Charge of Criminal Investigation Department, Peter Tindyebwa, declined to comment on the progress of the investigations.
