Security heightened in Kampala, Entebbe as Bobi Wine returns
Heavy security deployment is visible in most parts of the capital city of Kampala and Entebbe, as Bobi Wine is expected to jet in back in Uganda on Thursday 20th, September from the United States of America (USA), where he had sought medical treatment after an alleged assault by Special Forces Command (SFC).

Security has been heightened at Entebbe International Airport and along the Kampala-Entebbe highway, ahead of the return of Kyadondo East Member of Parliament Robert Kyagulanyi Ssentamu alias Bobi Wine.

Bobi Wine is returning home from the United States where he travelled for treatment of injuries that he allegedly sustained while under custody, following his arrest in the infamous Arua fracas. He was arrested in August, alongside 33 others and charged with treason.

After about three weeks in the United States, Bobi Wine announced that he will be coming back home, on Thursday September 20th through social media, he has mobilized his supporters to turn up in big numbers to receive him from the airport. Different groups are also mobilizing to receive the musician-cum-politician from the airport.

“I am a free Ugandan with the right to move freely in my country. The police has no business telling me who receives me and who cannot or where I go and where I cannot. This impunity must stop now. Wama see you friends tomorrow,” tweeted Bobi Wine.

“I will be received by friends, colleague leaders & artistes. I will then go and see my sick grandmother briefly at Najjanankumbi from where I will head to Kamwokya for lunch with my family (brothers & sisters) before I go to my home in Magere,” he added.

But police says that only his family will be allowed to receive him. Police Spokesman Emilian Kayima says that the family has not indicated any plans of holding a procession from Entebbe and that any attempts to hold one will be in contravention of the Public Order Management Act.

“Members of Public ought to be reminded that public assemblies and processions are guided by provisions of the Public Order Management Act. No member of his family has worked out a mechanism for this intended procession and assembly as provided for in the law,” Kayima said.

In response, Bobi Wine tweeted; “Am wondering why these police officers allow themselves to descend so low? They now want to decide who picks me and where I go upon arrival? Well, for your information, no single family member will receive me at the airport, I will find them home coz I know where home is!.”

Kampala Metropolitan Regional and Divisional commanders have been meeting since Monday to plan the deployment for Thursday when more than 1,000 people are anticipated to flock Entebbe Road. They have since resolved that Kyagulanyi will, upon arrival, be availed security, to accompany him from the airport to his home in Magere.

The meetings resolved to use Anti-Riot police together with the Military Police back up as the first line of deployment on Entebbe Road, Kampala Central Business District, Kamwokya and Kasangati. The highest level of manpower is to be put on the Kampala-Entebbe Highway where people may gather to see Bobi Wine.

In line with the guidelines, police have deployed along Entebbe Road, as a mechanism to prevent any organized procession as Kyagulanyi returns. The deployment is visible in the areas of Mpala, Airport Stage and other key spots along the highway.
