Kampala, Uganda | By Michael Wandati | Fred Enanga, who has served as the Uganda Police Spokesperson for seven years, has officially announced his departure from the role.

Filled with gratitude and a deep sense of national duty, Fred Enanga expressed his heartfelt thanks to those who supported him during his tenure.

Reflecting on his time as Police Spokesperson, Enanga described the position as one of the greatest honors of his life. He acknowledged the guidance and protection of Almighty God, and extended his sincere appreciation to the Inspector General of Police (IGP) and the police leadership for their unwavering support, teamwork, and trust.

“To all the territorial commanders across all jurisdictions, I thank you for your unwavering commitment to protecting our communities and for upholding the values of integrity, professionalism, and compassion,” Enanga stated.

He emphasized the positive impact of their collective efforts on the safety and well-being of citizens, and appreciated their constant updates on crime and safety.

Fred Enanga also welcomed his successor, ACP Rusoke Kituma, with words of encouragement and advice. He praised Kituma as a “fire brain and performer,” and reminded him of the immense responsibility ahead. “Always act with integrity, and treat every member of the public with respect and compassion,” Fred Enanga advised.

In his farewell speech, Enanga extended his gratitude to the officers and staff of the Press and Public Relations department for their support, trust, and loyalty. He expressed confidence that the department would continue to thrive under new leadership, maintaining its mission to protect and serve.

Fred Enanga acknowledged the Fourth Estate, including journalists, editors, and government communicators, for their commitment and hard work. He highlighted their collaborative efforts in addressing crime, safety, and security concerns since 2007, and urged them to continue working sincerely and professionally.

Addressing the general public, Fred thanked them for their insights, criticisms, and feedback, which he described as refreshing. He urged the public to remain committed to working with the police to address crime and safety concerns within their communities.

Finally, Fred Enanga expressed his deep appreciation for his family’s unwavering love and support throughout the years. He credited their understanding, patience, and encouragement as the bedrock of his success.

“As I conclude, I am filled with pride and gratitude for the opportunity to have served you all as the Police Spokesperson. I will always cherish the memories, friendships, and bonds we have formed,” Fred Enanga stated. He wished continued success and dedication to the office of the Police Spokesperson.

Fred Enanga now transitions to his new role as Deputy Director at the Directorate of Interpol and International Relations, bringing his wealth of experience and dedication to a broader international stage.

Fred Enanga’s journey and new role at Interpol

In the first major changes implemented by Abas Byakagaba as Inspector General of Police, Fred Enanga has been replaced by Assistant Commissioner of Police Kituuma Rusoke. Rusoke previously headed the Kampala Capital City Authority (KCCA) law enforcement team. Enanga has now been reassigned from his role as police spokesperson to Deputy Director of Interpol.

Reflecting on a challenging tenure

Fred Enanga, who has served as police spokesperson twice—first from 2014 to 2016, and then from 2019 until his recent reassignment—reflected on his challenging tenure. He acknowledged the difficulties he faced, including skepticism towards some of his statements, which made him the subject of various jokes and online memes.

One of the most testing periods during his tenure was the 2021 electoral campaign, particularly when the police cordoned off the home of NUP President Robert Kyagulanyi in Magere, Kasangati. Security forces even deployed a drone for surveillance. Enanga denied knowledge of this action at the time, infamously describing the drone as a star in the sky.

A distinguished police career

Fred Enanga’s police career began in 2001 when he joined as a cadet, earning the rank of Assistant Superintendent of Police. In 2002, he was deployed as Officer in Charge of Operations in Entebbe.

He then served as a detective in Ssembabule and Lira before being transferred to the CID police headquarters in Kibuli. There, he gained recognition as a senior detective, notably cracking several high-profile cases, including the conviction of businessman Kato Kajubi for the ritual murder of a juvenile.

In 2014, Enanga was appointed as police spokesperson, a role he held until 2016 before returning to it in 2019. His work caught the attention of the Minister of Internal Affairs, Maj Gen Kahinda Otafiire, who praised his service.

Controversy and Defense

However, Enanga’s work has not been without controversy, particularly among political opposition figures who often dismissed his statements as false. Despite this, Enanga defended his record, asserting that he had been diligent and sought advice from his superiors and colleagues to ensure the accuracy and integrity of his statements.

Transition to Interpol

As Enanga transitions to his new role at Interpol, there is uncertainty and skepticism from the political opposition regarding his successor. Nonetheless, Enanga remains steadfast in his commitment to serving the police force with diligence and integrity.
