Rukiga, Uganda | By Michael Wandati | A 47-year-old Rwandan national, identified as Fosta Twizemana, has been arrested in Uganda for allegedly defiling his six-year-old daughter.
Twizemana, who works as a herdsman in Kayebe village, Kigara parish, Kamwezi sub-county, Rukiga District, is alleged to have committed the crime on July 26, 2024.
According to reports, Twizemana instructed his two children, aged 2 and 6, to leave their mother, who was engaged in digging, and join him at the cattle grazing area.
After the heinous act, he sent the children back to their mother. However, upon noticing that the six-year-old was struggling to walk, the mother inquired about her condition.
The 6-year-old girl disclosed that her father had defiled her.
The mother, upon observing blood and other signs of trauma, quickly reported the incident to Kamwezi police station.

Elly Maate, the Kigezi region police spokesperson, confirmed that Twizemana had initially fled but was apprehended on Sunday 28, July 2024 and taken into custody at Rukiga police station.
Maate condemned the act as barbaric and shocking, noting the gravity of a parent betraying their protective role.
The spokesperson assured that Twizemana will face legal proceedings once the investigation concludes.
According to police statistics on defilement, there were 14,230 reported cases in 2020 and 14,436 cases in 2021. In 2022, the number of defilement cases rose significantly to 20,580.
The data further reveals that there were 1,519 reported rape cases in 2020, 1,486 in 2021, and 1,623 in 2022.
From the available data, out of 557 rape cases presented in court, only three resulted in convictions. The remaining cases are still pending, with delays often attributed to corruption and bribery involving some judicial officers.
